Complete. I did not plug in because the capacitors are probably dried out. Caution: you should open instrument when you get it and notate the part numbers in the event wax coated capactiors are dried out. NO Manual. NO Schematic unless one is pasted inside.
PER REQUEST OF INTERESTED PARTY: NOTE: I plugged the item into power. Two indicator lights came on which Illiminate the chart. P swithched the LINE SWITCH and adjusted the meter to CENTERPOINT. I left the Tester plugged in for one half hour. THe centerpoint drifted slightly to the right. From this test, I would preclude that the test instrument is working.
