This item is an ANTENNA CURRENT INDICATOR PANEL METER made in USA by WESTON ELECTRICAL INSTRUMENT. It is about 2.5" diameter and 1" thick with 3 mounting holes. The scale is marked from 0 to 10 and the color is black. It may be from some aviation gear but I am not sure 100%.
